    The Demography of the Republic of Belarus: Modern Social and Economic Risks

    The problem of demography in the Republic of Belarus is still important. From one point of view for the public administration, and from other point of view for other discipline like sociology, economy. The problem of demography is bad information for the labour market and also regional development policy.

    The periodization of legal regulation of Guardianship in the Belarusian legislation

    As far as periodization of the development of legal regulation of the institute of guardianship on Belarus territory was not researched it is proposed to hold such the periodization. Based on the above, there is a proposition to start the periodization of legal regulation of the institution of guardianship for minors from the period of Privilege Law (XIV – XVI), due to partial reception of Roman Law rules in the sphere of guardianship for minors. The second period is the Statutory Law (1529 – 1840). The beginning of this period concerns the fact of enacting on the territory of Belarus the Statute of Grand Duchy of Lithuania of 1529. The end of this period associated with the decrees (1830 and 1840) which terminated the action of the Statute of Grand Duchy of Lithuania of 1588. The third period is the Prerevolutionary Law (1840 – 1917), which is associated with the termination of the Statute of Grand Duchy of Lithuania of 1588 and spread on the territory of Belarus the legislation of the Russian Empire. The fourth period is the Soviet Law which started in 1917 due to the victory of the October Revolution in 1917.

    В публикации исследуется сущность и содержание института пенсий за особые заслуги перед республикой, а также приводится анализ правового регулирования пенсионного обеспечения за особые заслуги по законодательству Республики Беларусь. Сделаны выводы, позволяющие раскрыть сущность и правовое значение пенсионного обеспечения за особые заслуги. Сформулированы предложения, направленные на совершенствование правового регулирования пенсионного обеспечения за особые заслуги в Республике Беларусь. In the article the essence and the content of the institution of pensions for special merits to the republic is observed, the legal regulation of pension provision for special merits under the legislation of the Republic of Belarus analyzed. Conclusions that allow revealing the essence and legal significance of pension provision for special merits have been made. Proposals aimed at the improving the legal regulation of pension provision for special merits in the Republic of Belarus are formulated.
